Thesis proposal
“This dissertation examines the budgetary decision-making process of the Regions, in a context marked by the increasing scarcity of their resources since 2010. It seeks to characterize the changes taking place in the financial sectors of the Regions as a result of the introduction of budgetary constraints. It compares the instruments, organizational structures, political and territorial variables, etc., of three regions (Limousin, Nord-Pas de Calais, Alsace) to analyze the mechanisms of convergence and differentiation that lead to decisions on budget cuts. To this end, we are conducting an analysis of the regions’ financial data (based on administrative accounts), semi-structured interviews, and participant observation over a three-year period (CIFRE contract).”
