Florent Frasson Quenoz
Florent Frasson-Quenoz is a research associate at CEPEL, within the “Politics of the Global South” division. A specialist in international security issues in the Global South, his research focuses on the restructuring of the international security architecture, contemporary forms of international security governance, and strategic dependencies. His recent work analyzes AI as both a revealer and accelerator of systemic vulnerabilities, on the one hand, and as a tool for marginalization, on the other. Drawing primarily on Latin American case studies, he examines how actors adapt to these constraints within a context of dependency. He has also gained experience as a consultant on environmental issues, international cooperation, and public policy support for European institutions and civil society organizations.
