Florent Frasson Quenoz

Florent Frasson-Quenoz is an associate researcher at CEPEL, within the “Politics of the Global South” division. A specialist in international security issues in the Global South, his research focuses on the restructuring of the international security architecture, contemporary forms of international security governance, and strategic dependencies. His recent work analyzes AI as both a revealer and accelerator of systemic vulnerabilities on the one hand, and as a tool for marginalization on the other. Drawing particularly on Latin American cases, he studies how actors adapt to these constraints within a context of dependency. He has also gained experience as a consultant on environmental issues, international cooperation, and public policy support for European, institutional, and civil society actors.
