Thesis proposal:

This dissertation analyzes, from a public policy perspective, the decision-making processes that lead political actors to outsource services previously reserved for the public sector. Through an analysis of the actors involved and their cognitive frameworks, we will examine the outsourcing of support services for the armed forces (catering, clothing, and maintenance) in France. We will examine how a public policy of outsourcing is developed in a sector—defense—often considered inherently sovereign.
