Thesis project:

This thesis analyzes, from a public policy perspective, the decision-making processes that lead political actors to outsource services previously reserved for the public sector. Through an analysis of the actors and their cognitive frameworks, we will examine the outsourcing of military support services (catering, clothing, maintenance, repair, and overhaul) in France. We will see how a public policy of outsourcing is constructed in a sector, defense, often considered to be inherently sovereign.
